Job Description

Hiring a Technical Project Manager to provide multiple essential functions within the GIS program to include but not limited to:
This is a remote role. However, looking for a TPM in Washington, DC, Wilmington, DE, or Philadelphia, PA may be preferred because it may require occasional travel to the office.
  • Owns and drives one or more GIS software development and implementation projects through completion with minimal oversight.
  • Directs the work of project team members and consultants/contractors.
  • Development and maintenance of all required project documents including
  • A Project Charter
  • A Project Management Plan
  • Requirements documents
  • Design documents
  • Input to architecture documents
  • Test Plan
  • Test results
  • Implementation Plans
  • Post Implementation and Lessons Learned
  • Project schedules and budgets
  • Resource management plans in adherence to clients'Project Lifecycle Management Plan (PLMP) framework.
  • Holds project status and other meetings with the stakeholders and the project team members as necessary.
  • Produces weekly status reports for each project.
Actively manages high-quality project schedules using MS Enterprise Project Management (EPM) and MS Project.
  • Actively monitors, documents, and reports on new risks and issues.
  • Engages with the team members and vendors to resolve pending issues.
  • Present projects at the Quality Gates
  • Reports schedule and budget variances
  • May document business and functional requirements.

May document test plans and drive the testing efforts on the project.
May create a Statement of Work (SOW) for the Request for Proposal (RFP) and associated vendor response evaluation. Verify the creation of all documents from vendors as outlined in the SOW or the creation of new ones as required
  • At least 10 year of experience and significant hands-on Project management experience from project initiation to implementation using formal project management methodologies and processes for software development and implementation projects.
  • Demonstrated ability to comfortably interact with internal and external stakeholders including senior executives.
  • Demonstrated experience with the Esri GIS platform.
  • Demonstrated ability to apply strong analytical skills.
  • Ability to understand cross-functional technical issues and bring them to closure.
  • Demonstrated effective communicator and writer, able to tailor the message to receiving audience.
  • Demonstrated experience managing multiple projects simultaneously.
  • Skilled in both waterfall and agile methodologies.
  • Demonstrated experience using MS Project Office Professional and MS Word, Excel, PowerPoint, and Visio.

Desired Skills:
  • Experience with railroad.
  • Experience with project management tools such as MS Project Server (EPM). JIRA, iterative development methodologies including SAFe framework.
  • SAFe certified.
  • A bachelor’s degree is required.
  • PMP Certified.
